New Regulations on Nicotine Product Distribution Effective from 2025
New regulations on nicotine product circulation in Russia will take effect from March 1, 2025, according to Garant on January 13.

According to Garant's report on January 13, a new regulation governing the distribution of nicotine-containing products will officially come into effect starting March 1, 2025.


According to this new regulation, the following actions are prohibited:


Tobacco products that were in circulation without proper identification as of June 30, 2020 and June 30, 2021, had to be labeled by December 1, 2020 and July 1, 2021 respectively. Nicotine products that were in circulation without proper labeling as of March 1, 2022 and December 15, 2022, must be labeled by October 1, 2023 and December 1, 2023 respectively.


According to relevant Russian regulations, the Russian Federal Service for Alcohol Market Regulation (Росалкогольтабакконтроль) has the authority to prohibit the circulation of tobacco and nicotine-containing products and their raw materials on the market. After carrying out regulatory activities, if any violations of the law are found, or when regulatory activities cannot be enforced, the agency may decide to take prohibition measures.


In addition, starting from March 1, 2025, the law on "Protection of Citizens' Health from the Effects of Environmental Tobacco Smoke, Consumption of Tobacco, or Nicotine Products" will be revised. According to the law, smokeless tobacco heating mixtures will be classified as nicotine-containing products, and a definition of such mixtures will be introduced.
