Russian Federal Communist Party Proposes Ban on E-cigarette Sales
Russian lawmakers propose banning e-cigarettes and related products to protect youth from rapid spread and weak regulation.

According to Parlamentskaya Gazeta on December 26, several members of the Russian Federation Communist Party (KPRF) have submitted a bill to the State Duma proposing to ban the sale and wholesale of e-cigarettes and their related e-liquid products.


Members of parliament pointed out in an explanatory statement that e-cigarette use has rapidly spread among young people, despite existing restrictive standards. This is due to the Cabinet ministers pausing unplanned inspections, weakening the regulatory authority's control.


The authors of this initiative, Evgeny Bessonov, Nikolay Kolomeytsev, and Alexey Kurinny, propose amending Article 19 of the law "On Protecting Citizens' Health from the Harmful Effects of Environmental Tobacco Smoke and the Consequences of Tobacco Consumption or Consumption of Nicotine Products.


According to the proposed regulations, wholesale and retail trading of nicotine (including synthetic nicotine) or its derivatives (including nicotine salts), as well as e-liquids containing and not containing nicotine and their consumption devices, will be prohibited.
