
According to a report from the TASS news agency on December 28th, Russian President Vladimir Putin has signed a law aimed at removing counterfeit tobacco products with unregistered labels from the market. The law has been officially published.
The purpose of this law is to prevent the illegal circulation of tobacco products. The authors of the bill point out that the total number of surplus product identification codes issued has exceeded the annual sales total of the tobacco product market.
According to the new law, tobacco products that have not been labeled by June 30, 2020, and retailing of products without labeling by December 1, 2020, are prohibited. Additionally, the law also proposes to ban the circulation and retailing of products that do not have labeling before June 30, 2021, but are labeled after July 1, 2021; products that do not have labeling before March 1, 2022, but are labeled before October 1, 2023; and products that are not labeled before December 15, 2022, but are completed labeling before December 1, 2023.
If violations of Russian federal laws are found during regulatory (supervisory) activities, or if regulatory (supervisory) activities cannot be carried out and relevant reports have been formed, the decision to prohibit the circulation of tobacco and nicotine-containing products or their raw materials will be implemented by the federal control and supervisory authority in accordance with the procedures established by the Russian government.
This law will go into effect on March 1, 2025, unless otherwise specified in the provisions regarding the effective date.
