2Firsts, December 12, 2025 – According to KS Online, Andrey Travnikov, Governor of the Novosibirsk Region, said during a public broadcast that local authorities currently do not plan to implement a full ban on vape and disposable e-cigarette sales.
Responding to a journalist’s question, Travnikov said that a total ban within one region would be ineffective. “Such strict measures within a single territory lead to nothing. If you can bring a box of vapes from a neighboring region 100 kilometers away, it will only provoke gray trade and speculation,” he noted.
The governor emphasized that without a federal-level ban, it is more practical to act selectively—such as restricting sales within certain distances from educational facilities or during public events, following the regulatory model used for alcohol sales.
Travnikov added that the regional government would “consider” introducing these targeted restrictions to reduce youth exposure and maintain effective market control.
