Russia Seizes 4,500 Illegal Vapes, Suspect Could Face Jail Time

A Russian man was caught illegally ordering vapes worth 3.1 million rubles ($30,000) and could face up to two years in prison.

According to the Moscow government information center, on November 15, during a recent surprise inspection, Moscow customs officials seized a batch of illegal e-cigarettes worth 3.1 million rubles (approximately 30,000 US dollars) in a warehouse.

According to the news office of the Central Customs Authority, 4,500 illegal e-cigarettes were seized.

A customs investigation revealed that a 26-year-old Russian citizen ordered this batch of e-cigarettes from China through the internet, but did not truthfully declare it in customs, intending to sell it domestically for illegal profit. It is estimated that the total amount of unpaid duties exceeds 3.6 million rubles ($35,000).

The shipment has now been seized. Customs has pressed criminal charges against the suspects under Article 194, Section 1 of the Criminal Code of the Russian Federation, for "evasion of customs duties.

This case has been transferred to the court for trial, and the man may face up to two years in prison.

Philip Morris Korea launched TEREA ONYX, a new tobacco stick line for IQOS ILUMA devices, on October 15, 2026. The initial products, AMANG PEARL and CALI PEARL, feature tropical-inspired flavors, Fresh Filters and capsules designed to deliver different flavor experiences before and after activation. Both are priced at KRW 4,800 per pack and are available at convenience stores nationwide and IQOS-operated stores in South Korea. The launch expands the Korean TEREA portfolio from four product lines to five, following earlier capsule tobacco stick additions in 2026.

China Tobacco Yunnan Industrial Co., Ltd. has filed a patent application for a cellulose-free scaffold material for nicotine pouches, proposing a combination of bioceramic material, polydextrose and sugar alcohols to replace conventional microcrystalline cellulose and cellulose derivatives. The filing aims to address issues including powdery mouthfeel, residue and limited release control, while also reducing reliance on existing cellulose-based patent portfolios. In patent examples, one fast-release formulation reached a nicotine release rate of 50% at 10 minutes and more than 90% at 20 minutes.

A U.S. Customs and Border Protection proposal to collect foreign export declarations and other overseas customs documents could expose discrepancies in the value, classification and description of China-made vape shipments entering the United States. A veteran Chinese logistics professional told 2Firsts that the measure, if implemented, could undermine the all-inclusive shipping model used by some unauthorized vape exporters and push parts of the trade toward costlier underground channels. The risk extends beyond higher duties: accurately declared products may also be more readily identified as unauthorized e-cigarettes subject to FDA enforcement.

JTI Asia Manufacturing Corp. has invested ₱2.1 billion, or about $37 million, in its manufacturing site in Malvar, Batangas, Philippines, to expand tobacco-processing capabilities. About ₱1.9 billion is allocated to JTI's first Dry Ice Expanded Tobacco, or DIET, facility in Southeast Asia, while more than ₱177 million has been spent on expanding its Controlled Atmosphere treatment facility. The Batangas plant supplies the Philippine market and exports to 22 overseas markets, making it one of JTI's key manufacturing hubs in Asia.

The U.S. FDA has consolidated two tobacco establishment registration and product listing forms into a redesigned Form FDA 3741 covering all regulated product categories, including e-cigarettes, heated tobacco products and nicotine pouches. The current requirements remain limited to domestic establishments. Separately, the FDA has proposed extending registration and product listing requirements to foreign manufacturers, signaling greater regulatory attention to manufacturing entities and product-level information across the tobacco and nicotine supply chain.
