Fires at Two Cumbria Recycling Centres Spur Warning on Safe Disposal of Batteries and Vapes
Two recycling centres in Cumbria recently experienced fires that are believed to have been caused by improperly discarded batteries or vapes. 2Firsts, September 30, 2025 — According to the BBC, Cumberland Council reported that two recycling centres—Bousteads and Maryport—recently saw fires that are suspected to have been sparked by batteries or vapes. While the fires were quickly brought under control, both locations were evacuated as a precaution. The council warned that the incidents “could have been much worse,” and reiterated the need for careful disposal of hazardous items.

 

Officials stressed that any battery-containing devices—including vapes, disposable vapes, power banks, and small electricals—must not be placed in general kerbside bins or mixed with household waste. Residents should instead take such items to dedicated battery banks, e-cigarette drop-off points, or the appropriate sections of local recycling centres to reduce the risk of short circuits, self-heating, and fire during transport and sorting.

 

In a separate case, a fire at the Flusco household waste recycling centre was believed to have been caused by a disposable BBQ that had not been fully extinguished. The council urged residents to ensure all embers, cigarette ends, and BBQs are completely extinguished and cooled before disposal.

 

Councillor Bob Kelly, executive member for environment and planning, said: “These incidents could have had far more serious consequences, and I want to thank staff and emergency responders for their quick thinking and calm professionalism. Their actions helped protect the public and prevent further damage.”

 

The council concluded by urging the public to follow local guidance when disposing of batteries, vapes, and other potentially hazardous items, and to alert staff or emergency services immediately if they notice unusual smells, smoke, or heat at recycling facilities.

HM Revenue & Customs (HMRC) has released sample images of the UK’s transitional vaping duty stamps, showing red and yellow versions ahead of the new Vaping Products Duty and Vaping Duty Stamps Scheme starting on October 1, 2026. Transitional stamps contain physical security features but no digital scanning function. Approved businesses may purchase them through November 30 and affix them through December 31. HMRC has not stated that the red and yellow samples represent different product categories or tax statuses.

New Zealand Associate Health Minister Casey Costello said legal tobacco sales in the country have fallen by more than half over the past decade, with sales declining more than 20% in 2025 compared with the previous year. She warned that the decline may not fully reflect lower smoking rates, as increased availability of illicit cigarettes could also be contributing. Arizona's First Things First is pushing for an excise tax equal to 50% of the retail price of vaping products, estimating that the measure could generate about $100 million annually. The agency says its tobacco-tax revenue has fallen 47% from 2008 levels. Arizona has attempted to broaden its nicotine tax base in each of the past two years: a 2025 bill proposed a 50% wholesale-price tax, while a 2026 measure shifted to a 50% retail-price tax covering alternative nicotine products and vapor products. Separately, the state enacted HB 4001 this year to establish a new licensing and sales framework for alternative nicotine products.

Kuwait Tightens Tobacco and Nicotine Rules, Bans Under-21 Sales and Extends Public Smoking Restrictions to Vapes and Heated Tobacco
Kuwait has issued a comprehensive new regulatory framework covering tobacco, e-cigarettes, heated tobacco and other nicotine products. Ministerial Decision No. 237 of 2026, signed by Health Minister Ahmad Al-Awadhi, will take effect on January 1, 2027. The rules prohibit sales to people under 21 and ban sales through websites, apps, social media and delivery services. E-cigarettes and heated tobacco products will also be treated as smoking in public and enclosed places where smoking is prohibited. Nicotine pouches and other oral nicotine products not registered as medicines are banned.

Philip Morris Japan (PMJ) launched Bold Ruby as a new regular color for the IQOS ILUMA i and IQOS ILUMA i ONE in Japan on September 16, 2026, priced at JPY 6,980 and JPY 3,980, respectively. Initial sales began through IQOS online and physical channels, with convenience stores and selected tobacco retailers set to follow from September 29. Bold Ruby is a regular rather than limited-edition colorway and is available for the ILUMA i and ILUMA i ONE, but not the ILUMA i PRIME. Latest UK ONS Data: Vaping Rate Edges Down to 9.9% in 2025, a Year After Overtaking Cigarette Smoking
Vaping prevalence in Great Britain edged down to 9.9% in 2025 from 10.0% in 2024, with the number of adult users holding at approximately 5.4 million for a second consecutive year, according to the Office for National Statistics (ONS). E-cigarette use had risen from 6.4% in 2020 to 10.0% in 2024, when it exceeded cigarette smoking prevalence for the first time. Cigarette smoking continued to decline to 8.7% in 2025, widening the gap to 1.2 percentage points. Daily vaping declined slightly, while usage among adults aged 25–34 increased despite falling rates in other age groups.
