
On January 20, 2023, a bill was introduced in the Hawaii House of Representatives proposing that electronic cigarettes be included in the "other tobacco products" tax base, with a proposed 70% wholesale tax (see appendix for more information).
The bill is scheduled to hold a public online hearing on February 2, 2023.
Currently, the bill has just been submitted to the House of Representatives. After the House approves it, it will be sent to the Senate. If the Senate approves it, it will be sent to the governor for their signature before becoming law.
The proposed bill has faced opposition from the tobacco harm reduction group CASAA since its introduction. The organization has issued a call on its official website to protest against the bill.
We encourage Hawaiian residents to contact their legislative representatives and urge them to oppose HB 537, also known as the taxation bill. Written testimony should be submitted at least 24 hours prior to the hearing.

It has been reported that in June 2022, Governor David Ige vetoed the proposed bill for a ban on flavored e-cigarettes in Hawaii.
