Optimizing Retail Layout Planning for Tobacco Products in Shenzhen
Shenzhen Tobacco Authority seeks public feedback on revised tobacco retail layout guidelines for 2025, aiming for market balance.

In order to further optimize the rational layout planning of tobacco product retail points in our city, ensure that the number of retail points is coordinated with the development trend of the cigarette market, maintain a reasonable and stable total number of retail points, promote the balanced development of the tobacco retail market in our city, and according to laws, regulations, and normative documents such as the "Regulations on the Administration of Tobacco Monopoly License", "Implementing Rules for the Administration of Tobacco Monopoly License", and "Regulations on the Reasonable Layout of Tobacco Product Retail Points in Shenzhen", our department has conducted investigations, studies, and planning demonstrations. We have adjusted the "Guidelines for the Reasonable Layout of Tobacco Product Retail Points in Shenzhen to be implemented on January 1, 2023, forming the new "Guidelines for the Reasonable Layout of Tobacco Product Retail Points in Shenzhen (Draft for Soliciting Comments)", which is scheduled to be implemented from February 1, 2025. We are now open to the public to solicit opinions and suggestions.


The solicitation period is from January 8th to January 15th, 2025.
