Russian Duma Passes Law Equating E-cigarettes to Nicotine Products.
Russian State Duma passes law equating nicotine-free products to nicotine-containing ones, tightening regulations on heated tobacco mixtures.

According to a report by Duma TV on December 12th, the Russian State Duma has passed a law in its second and third readings equating smokeless products with nicotine-containing products.


The document has been revised to amend the "Law on Protecting Citizens' Health from the Harmful Effects of Environmental Tobacco Smoke, Tobacco Consumption, or Nicotine Product Consumption," advocating for all non-tobacco heating mixtures to be classified as nicotine products.


In addition, the retail sale of smokeless heating mixtures containing nicotine levels exceeding 3.5% is prohibited.

A cross-sectional analysis based on the US NHANES 2021–2023 cycle, including 6,262 participants aged over 12, found that compared with people who neither smoke nor vape, those who smoke and/or use e-cigarettes had a higher prevalence of elevated blood pressure and hypertension. After full adjustment, smoking/vaping was associated with elevated blood pressure (aOR 1.34) and hypertension (aOR 1.46), and with a 1.05 mmHg higher diastolic blood pressure.

Volgograd, Russia say a retailer was caught selling unlabelled nicotine products, including electronic nicotine delivery devices flagged in the national “Honest Sign” tracking system as already withdrawn from circulation. KT&G said it will launch the heated tobacco device Lil Aible 3.0 at four stores in South Korea on February 28. The device shortens charging and preheating time while keeping features such as pausing during use, mode switching, and three consecutive uses. Imperial Brands said it will gradually close the Reemtsma factory in Langenhagen near Hanover by 2027 after efforts to find a buyer failed to produce a sustainable agreement.
