Russian Duma Passes Law Equating E-cigarettes to Nicotine Products.
Russian State Duma passes law equating nicotine-free products to nicotine-containing ones, tightening regulations on heated tobacco mixtures.

According to a report by Duma TV on December 12th, the Russian State Duma has passed a law in its second and third readings equating smokeless products with nicotine-containing products.


The document has been revised to amend the "Law on Protecting Citizens' Health from the Harmful Effects of Environmental Tobacco Smoke, Tobacco Consumption, or Nicotine Product Consumption," advocating for all non-tobacco heating mixtures to be classified as nicotine products.


In addition, the retail sale of smokeless heating mixtures containing nicotine levels exceeding 3.5% is prohibited.

A committee substitute for House Bill 5437, the Vape Safety Act sponsored by Del. David McCormick (David McCormick), was recommended Monday afternoon by the House Health and Human Resources Committee to the full House, with the bill next heading to the House Judiciary Committee. HB 5437 would require specialty shops selling tobacco, tobacco-derived products, alternative nicotine, or vapor products and accessories to obtain a state license from the Alcohol Beverage Control Administration (ABCA)

Health Canada’s vaping compliance and enforcement report covering inspections from April 2024 to March 2025 found 43% of 546 specialty vaping businesses were not compliant with the Tobacco and Vaping Products Act and the Canada Consumer Product Safety Act, according to the report cited. Health inspectors seized vaping products at 235 specialty vaping establishments.
