The State Duma Proposed Transferring the Power to Regulate Vape Sales to Regional Authorities

A proposal has been submitted to the Russian State Duma suggesting that the power to regulate the sale of e-cigarettes and other nicotine-containing products be devolved to local authorities, allowing them to set rules regarding the time and place of sale, and even impose a complete retail ban. The new regulations are expected to come into effect on September 1, 2025.

According to Nnewsinfo.Ru on December 4th, A bill has been introduced in the State Duma proposing to transfer the power to regulate the sale of vapes and other nicotine-containing products to regional governments.

According to the proposal, local governments will be able to establish rules regarding the sale time and location of such products, and may also prohibit retail sales entirely. The bill was introduced by a lawmaker from Volgoda State, and the new regulations are expected to take effect on September 1, 2025.

The authors of the bill highlight that in recent years, the number of users of nicotine-containing products, including vapes, has been increasing. In 2023, the number of users in Russia reached 4.5 million, a 3.8% growth from the previous year, which is 46 times higher than five years ago. Despite the ban on the sale of such products to minors, the number of teenagers using vapes continues to rise.
