Russian State Duma Passes Law on Tobacco Tax Indexation

According to a report by IZ on July 10th, the Russian State Duma passed a bill on Wednesday (July 10th) to index the consumption tax on tobacco products.


According to the bill, from 2025 to 2027, the consumption tax on pipe tobacco, cigarettes, chewing tobacco, snuff, nasal snuff, and water pipe tobacco will be between 4657 and 5037 rubles per kilogram (approximately $52.72 to $57.02). This bill also includes provisions for HNB tobacco products.


On March 1st, the Russian government approved a national control program for the production and distribution of tobacco and nicotine-containing products. According to the document, starting from March 1, 2024, the Russian Federal Alcohol Market Regulatory Authority (Rosalkogoltobakkontrol) will be responsible for supervising industry enterprises, identifying and cracking down on illegal production and distribution of tobacco and nicotine-containing products.


Control measures include on-site inspections and reviews, controlling purchases, and checking visits.
