Russia's Habarovsk Region Refuses to Implement E-Cigarette Ban
The legislative council in Russia's Khabarovsk region rejects e-cigarette ban, citing impracticality and potential black market risks.

The telegram channel of the legislature of the Khabarovsk region in Russia recently stated that the region will not implement a ban on the sale of e-cigarettes, as they believe this measure is impractical.

 

Lawmakers emphasized that e-cigarettes are now being treated equally with other nicotine-containing products, and all restrictions align with those related to tobacco consumption bans. They reasonably inferred that the ban may not have the intended effect and could potentially lead to the sale of unauthorized products.

 

One of the main reasons for the widespread use of e-cigarettes among children and teenagers is the lack of parental supervision and their encouragement.

 

The Russian Consumer Rights Protection Supervisory Authority is responsible for overseeing the enforcement of sales regulations.

 

According to reports, the region of Khabarovsk is located in the Russian Far East, bordering the northeastern region of China.

Philip Morris Japan (PMJ) announced that it will open “IQOS Flagship Ginza” in Tokyo on September 4, 2026. The location will become the first global flagship space for PMI’s IQOS brand. PMJ said the venue will target adult smokers aged 20 and above and combine product experiences, community engagement and local cultural elements. The design will incorporate Japanese natural aesthetics and traditional craftsmanship. The launch reflects PMI’s broader strategy of strengthening consumer engagement through experiential retail and brand spaces. The existing IQOS Store Ginza is scheduled to close on August 30, 2026.

The UK Reform Party has proposed limiting the number of dedicated vape shops in the country to around 1,000 as part of a plan to tighten oversight of vape retail channels. The proposal was put forward by Reform UK deputy leader and MP Lee Anderson. According to The Maritime Executive on August 19, 2026, the Australian Border Force (ABF) and China’s Anti-Smuggling Bureau of General Administration of China Customs worked together to dismantle an international illicit tobacco smuggling network targeting Australia. According to information released by ABF on August 20, sustained information sharing and cooperation led to investigations into 112 shipping containers, with 91 found to contain illicit tobacco. Authorities seized more than 60 million cigarettes and 60 kilograms of loose-leaf tobacco, representing more than A$92 million in unpaid duties. More than 60 people suspected of involvement in the network were arrested in China.
