Russia's Habarovsk Region Refuses to Implement E-Cigarette Ban
The legislative council in Russia's Khabarovsk region rejects e-cigarette ban, citing impracticality and potential black market risks.

The telegram channel of the legislature of the Khabarovsk region in Russia recently stated that the region will not implement a ban on the sale of e-cigarettes, as they believe this measure is impractical.

 

Lawmakers emphasized that e-cigarettes are now being treated equally with other nicotine-containing products, and all restrictions align with those related to tobacco consumption bans. They reasonably inferred that the ban may not have the intended effect and could potentially lead to the sale of unauthorized products.

 

One of the main reasons for the widespread use of e-cigarettes among children and teenagers is the lack of parental supervision and their encouragement.

 

The Russian Consumer Rights Protection Supervisory Authority is responsible for overseeing the enforcement of sales regulations.

 

According to reports, the region of Khabarovsk is located in the Russian Far East, bordering the northeastern region of China.

Philip Morris Japan announced that it will launch “TEREA Blossom Pearl,” a new tobacco stick for IQOS ILUMA, on May 11. The new product will expand the TEREA lineup to 27 variants. It features a capsule menthol flavor with strawberry and subtle herbal notes and is priced at JPY 620, or about USD 4.14 based on an assumed rate of 1 JPY = 0.00668 USD. Philip Morris International said its Swedish Match facility in Owensboro will adjust part of its production schedule this summer in response to changing market conditions. According to the Nizhny Novgorod regional government, 550 stores in the region have voluntarily removed vapes and e-liquids from their product assortments. Regional officials said a public offer encouraging businesses to self-restrict vape sales has been in place since September 2025, and that a large retail chain with more than 40 outlets in Nizhny Novgorod joined the initiative. The regional government also said a federal ban on vape sales is expected in the near future.
