Sweden on Track to Become Europe’s First Smoke-Free Nation as Snus and Nicotine Pouches Support Declining Smoking Rates
According to Gulf News, Sweden is nearing the World Health Organization’s smoke-free threshold, with daily smoking falling below 5%. Two decades of public health efforts and the growing use of lower-risk alternatives such as Snus and tobacco-free nicotine pouches have contributed to this shift, alongside declines in tobacco-related deaths and lung cancer cases.

2Firsts, 4 December 2025— According to Gulf News, Sweden is on course to become Europe’s first smoke-free nation as its daily smoking rate has dropped below the World Health Organization’s 5% benchmark. The rate fell from 15% in 2005 to 5.2% last year and has continued to decrease this year.

 

The report highlights that Sweden’s progress stems from sustained public health campaigns as well as the growing adoption of reduced-risk alternatives. Sweden is the only EU country that allows the commercial sale of Snus, and around 18% of the population uses Snus or similar nicotine products. Experts note that these products are not risk-free but are significantly less harmful than cigarettes.

 

Over the past decade, daily smoking has declined by 55%, while tobacco-related deaths among men have fallen by 38%, and lung cancer cases by 41%. Public health specialists say Sweden's combination of regulation, awareness, and safer alternatives offers a pragmatic model for countries seeking to reduce smoking prevalence.

Mesa Underwriters Specialty Insurance Company has asked a federal court in Washington to declare that it has no duty to defend or indemnify vape distributor i5 Distribution in a product liability case involving an Elf Bar BC5000. The plaintiff alleges that the disposable vape caught fire and exploded in his pocket, causing severe burns and ultimately requiring an above-the-knee amputation of his left leg. MUSIC is relying on a tobacco, nicotine or nicotine replacement products exclusion and a premises limitation endorsement. The court has not ruled on the coverage dispute.

New Zealand Associate Health Minister Casey Costello Warns on Illicit Cigarettes as Legal Tobacco Sales Halve Over Decade
New Zealand Associate Health Minister Casey Costello said legal tobacco sales in the country have fallen by more than half over the past decade, with sales declining more than 20% in 2025 compared with the previous year. She warned that the decline may not fully reflect lower smoking rates, as increased availability of illicit cigarettes could also be contributing. The government said it would continue strengthening tobacco and vape retail enforcement while monitoring the impact of illicit tobacco on public health and tax revenue.

China’s State Council has appointed Zhang Xiaotang as deputy director of the State Tobacco Monopoly Administration, with the regulator’s official website now listing him as a Party leadership group member and deputy director. Zhang previously led Hebei China Tobacco and earlier headed the STMA’s finance and audit department. His appointment follows the elevation earlier this year of former tax official Yao Laiying to head the STMA, adding another senior official with a strong fiscal or financial-management background to China Tobacco’s top leadership in 2026.

Australia Tobacco Tax Debate Spreads Within Labor as NSW Premier Minns Reaffirms Support for a Cut
Australia’s tobacco excise debate is increasingly exposing differences within the governing Labor Party. New South Wales Labor Premier Chris Minns reaffirmed on September 8 that he supports reducing tobacco excise, arguing that current tax settings are pushing consumers toward cheaper black-market cigarettes. Federal Health Minister Mark Butler continues to oppose an excise cut, while Treasurer Jim Chalmers and Assistant Treasurer Daniel Mulino have recently stopped short of ruling out future changes. The divergence follows the opposition Coalition’s proposal to cut tobacco excise by 80%.

Smoke-Free Business Hits 42% of Q2 Net Revenue as PMI’s First TNFD Report Covers Single-Use Electronics, Critical Raw Materials and IQOS Repairs
Philip Morris International has published its first report aligned with the Taskforce on Nature-related Financial Disclosures, bringing its electronics supply chain and the use and end-of-life stages of smoke-free devices and consumables into its nature-related assessment. PMI said its smoke-free business accounted for about 42% of total net revenues in the second quarter of 2026. The report says non-circular electronic products, particularly single-use items, can increase consumption of limited natural resources and also details an IQOS repair pilot. A 2040 circularity scenario tests assumptions including a 50% reduction in product waste-related costs, 10% raw-material savings and a 25% substitution rate for refurbished products versus new products.
