Russia Implements New Tobacco Control Measures Starting March 1
Russian government approves national control over tobacco and nicotine product production, effective March 1st. Monitoring to be led by Rosalcoholtobaccocontrol.

According to a report from Russian media outlet Finance, the Russian government has approved a national program to control the production and distribution of tobacco and nicotine-containing products, which will come into effect on March 1. The responsibility for monitoring the production and distribution of tobacco will be taken on by the Russian Federal Service for Alcohol Market Regulation (Росалкогольтабакконтроль).

It is reported that the bureau will closely monitor the operations of various tobacco production companies and actively crack down on the production and distribution of illegal tobacco. In addition, the Tobacco and Alcohol Regulatory Bureau will also monitor the compliance of licenses and necessary conditions during the tobacco production, supply, purchasing, and transportation processes. This new measure aims to regulate market operations and create a favorable environment for the stable development of Russia's economy.

Starting from March 1st, tobacco product production in Russia must obtain a license. As of September 1st, 2023, electronic registration for such licenses has been implemented.
