"Electronic cigarette products transit through Hong Kong airport" will soon become history.

 
Shenzhen is the global e-cigarette industry center, carrying 90% of the global e-cigarette supply, while 40% of the exported e-cigarette products are transported by air by Hong Kong Airport. However, according to Hong Kong's Smoking (Public Health) (Amendment) Regulations 2021, e-cigarettes are no longer allowed to transit through Hong Kong Airport from May 1st. When Hong Kong withdrew from the air transport of electronic cigarette products, Shanghai Pudong Airport and Zhengzhou Airport already occupied a place in the air transport of electronic cigarette products, while Shenzhen Airport, which is located in the center of the global electronic cigarette industry, will also implement a number of measures to provide convenience for the air transport of electronic cigarette products.

 
The first discussion has achieved initial results.

 
On the afternoon of April 12th, Ao Weinuo, secretary general of China Electronic Chamber of Commerce Electronic Cigarette Professional Committee, and Yi Yanling, member of the Party Committee of Baoan Bureau of Industry and Information Technology and director of enterprise service center, held the first discussion with Shenzhen Airport (Group) Co., Ltd. on the export air transportation business of electronic cigarette products. During the discussion, the three sides shared perspectives on the export product inspection and logistics capacity issues that e-cigarette businesses are concerned about, and achieved a preliminary agreement. Shanghai Chemical Testing Institute will be entrusted by Baoan Airport to establish an e-cigarette testing institution, which will give favorable guarantee for e-cigarette products in transit security inspection. At the same time, it will provide full logistical assistance for e-cigarettes to go to sea, as well as full assurance for e-cigarette firms to earn foreign cash through export.


Director Yi Yanling stated that the Baoan District Government has always been concerned about the development of the e-cigarette industry, has supported e-cigarette enterprises in earning foreign currency through export, has encouraged the agglomeration and development of the atomization industry, and has asked all enterprises under its jurisdiction to firmly base themselves on Baoan's development. 


According to reports, e-cigarette battery poles are usually identified as PI965 when transported alone, and need to be transported by all-cargo aircraft. According to the current market practice, each flavor (according to the product model) needs to issue a corresponding air transport identification report. As a fast-selling product, e-cigarette products, after all kinds of appraisals, not only lengthen the time cost, but also increase the sales risk. However, the situation of high air transportation cost and weak transportation capacity further increases the cost of e-cigarette exports by air from Shenzhen Airport.


The "white list" of the second discussion came into being.


On the afternoon of April 19th, with the support of relevant departments of Baoan District Government, the E-cigarette Committee held a video conference, and once again had a discussion with 26 responsible persons of related enterprises such as Shenzhen Airport (Group) Co., Ltd., Civil Aviation Dangerous Goods Transportation Management Center, Shanghai Chemical Testing Institute, Shenzhen Xiaofeixiang Modern Logistics Information Technology Co., Ltd. and SF Express. Secretary-General Ao Weinuo presided over the meeting.

At the meeting, the responsible persons of Shenzhen Airport (Group) Co., Ltd. and Civil Aviation Dangerous Goods Transportation Management Center first gave feedback to the problems mentioned by the Committee on improving the transportation system for e-cigarette exports. The airport took the lead in assisting enterprises to increase freight flights, adjust transportation, and strive for positions, and set up a white list system for enterprises and products on a trial basis. At the same time, together with Shanghai Chemical Testing Institute, it further simplified the cigarette oil identification procedure, and fully supported the export of e-cigarette products in terms of logistics capacity to earn foreign exchange.

 
The implementation of the white list system not only reflects the role of the E-cigarette Committee as a link between relevant government departments and e-cigarette enterprises, but also demonstrates the Baoan District Government's concern and support for the development of the e-cigarette industry. Baoan Airport, as an international hub airport, is also helping to expand Shenzhen's e-cigarette sector.


Enterprises welcome the future with quality in research.


On April 22nd, under the organization of E-cigarette Committee, Deputy General Manager Wang Suichu and Director Yi Yanling, together with the responsible persons of product inspection, international cargo terminals and logistics enterprises, conducted a survey on e-cigarette enterprises, accompanied by Secretary-General Ao Weinuo.


During the survey, the participants were warmly received by Wang Guisheng, chief financial officer and executive director of Shenzhen Smoore Technology Limited (hereinafter referred to as "Smoore") and Zhou Shengwen, general manager of Shenzhen Smiss Technology Co.,Ltd (hereinafter referred to as "Smiss"). The researchers went deep into the front line of the enterprise to understand the situation and demands of the enterprise, and discussed how Shenzhen Airport can serve the export transportation of e-cigarettes in terms of security check and transportation capacity.

During the discussion, exchange and investigation in Smoore and Smiss, the person in charge of the enterprise first introduced the products and sales destinations of the enterprise to Director Yi Yanling, Deputy General Manager Wang Suichu and Secretary-General Ao Weinuo, at the same time, they also put forward the problems and demands that the enterprise is facing at present, and exchanged views on the components of e-cigarette products, the performance of related parts, the chemical composition of e-cigarette oil, the stability of e-cigarette products, and so on. Afterwards, the participants visited the Smoore product production line to fully understand the form and composition of e-cigarette products.


During the research of Smiss, participants exchanged views on the stability of batteries in electronic cigarettes during transportation, repeated testing of a series of products, the issuing time of testing reports, capacity support, etc.

"After the on-site visit, I felt deeply and acquired a thorough grasp of the product composition, product form, quality of assembled parts, and so on," said Deputy General Manager Wang Suichu. We will cooperate with the Shanghai Chemical Testing Institute as soon as feasible to establish the white list system. We also expect that Shanghai Chemical Testing Institute experts can dive deep into the laboratories of electronic cigarette businesses, learn more about electronic cigarette goods, and facilitate electronic cigarette product export inspection as soon as feasible. Simultaneously, we will develop an exclusive channel for electronic cigarette firms in Shenzhen to ensure electronic cigarettes.

 
Next, the committee will make every effort to promote the implementation of the "whitelist" policy, solve practical problems for e-cigarette enterprises, and serve the development of e-cigarette enterprises and the export of e-cigarette products in an all-round way.

Huabao also said it had entered the supply chains of leading global tobacco customers, as its nutrition, food ingredient, fragrance and personal-care businesses gained ground in Europe, Southeast Asia, Australia and New Zealand. However, adjusted net profit increased only 2.78%, and next-generation tobacco revenue was not separately disclosed, showing that the transformation is reshaping revenue and customer exposure but has yet to translate fully into underlying earnings.
