Thai Education Committee Takes Action Against Student E-cigarette Use

Thailand's Obec reveals growing concern over student e-cigarette use, with over 25% regular smokers. Strict measures planned for upcoming term.

According to a report from Chiangrai Times on April 8th, the Office of the Basic Education Commission (Obec) of Thailand has stated that the trend of Thai students using e-cigarettes is increasingly worrying. According to the agency's statistics, more than 25% of students are regular smokers, and this proportion is on the rise.

Due to the increasingly serious issue, the organization has decided to take strict measures to address the significant increase in student use of e-cigarettes.

The school is planning to conduct searches of students' belongings before they enter the classroom in order to check for illegal and inappropriate items, such as e-cigarettes. This procedure will be implemented at the school starting from the first day of the new semester on May 15th.

In addition, Thai customs seized tobacco and e-cigarettes worth 34.11 million Thai Baht (approximately 930,000 USD) and arrested 211 smugglers between March 1 and April 5.

Wales Passes Law Banning Tobacco Sales to Anyone Born After 2009

The Welsh Parliament (Senedd) has approved new legislation banning tobacco sales to anyone born on or after January 1, 2009. The law, passed on December 9, 2025, also imposes stricter controls on how vapes and nicotine products are advertised and sold. Designed by the UK Government but voted on separately in Wales, the bill passed with 36 votes in favor, two abstentions, and nine against. It grants stronger enforcement powers to Trading Standards to combat illegal tobacco and vape sales.

Russia's Perm Legislators Approve Full Ban on Vape Products in Regional Retail Market

2Firsts, November 28, 2025 — The Legislative Assembly of Perm Krai has passed a law banning the retail sale of vape products and other nicotine-aerosol devices, effective March 1, 2026. Individuals found selling such items will face fines between ₽15,000–₽20,000 (about US $180–240), while companies face ₽50,000–₽100,000 (about US $600–1,200). The ban covers all electronic nicotine delivery systems (ENDS), heated-tobacco devices, and their components, regardless of nicotine content.
