Two Teenagers Arrested for Mailing THC E-Cigarettes near Elementary School
Two US teenagers arrested for allegedly mailing THC e-cigarettes to a residence near an elementary school.

According to a Yahoo News report on November 20th, two American teenagers have been arrested for allegedly mailing a tetrahydrocannabinol (THC) e-cigarette to a residence near an elementary school.

 

The authorities in Hall County have announced that they have been notified by the United States Postal Service about a shipment of THC being sent to an address approximately 1000 feet away from Oakwood Elementary School. Investigators have subsequently coordinated with officials from the US Postal Service to retain the package and arrange for its delivery at a specific time on Wednesday.

 

When the package was delivered, officers observed 17-year-old Pablo Manuel Jimenez receiving the package from postal workers. Subsequently, he and 18-year-old Karl Kristopher Kmeck Showen placed the package into the trunk of a parked car outside.

 

Investigators subsequently intervened and arrested the two teenagers. Upon opening the package, officials discovered 490 THC oil pods and 2.5 pounds of marijuana, along with a scale, packed in multiple bags. Additionally, more than 30 THC e-cigarettes were found at the residence of Mr. Hemenes.

 

Authorities have also accused Shawn of possessing marijuana with the intention to distribute, resulting in juvenile delinquency and marijuana possession.

GSTHR Estimates 200 Million People Use Non-Combustible Nicotine Products as 28 Countries Show Rising Use Alongside Falling Smoking Rates
The Global State of Tobacco Harm Reduction, a project operated by Knowledge·Action·Change, estimates that about 200 million people worldwide use non-combustible nicotine products including vapes, heated tobacco, nicotine pouches and snus. Its 2026 report says use of these products rose alongside declining smoking rates in 28 countries it analyzed. The data do not establish that all 200 million users have quit smoking, nor do they prove a direct causal relationship. GSTHR also says regulatory restrictions on the products continue to expand in many markets.

Wang Gongcheng, deputy administrator of China’s State Tobacco Monopoly Administration, met KT&G Chief Operating Officer Lee Sang-hak in Shanghai on September 1, according to Oriental Tobacco News. The meeting comes as China seeks public comment on a draft mandatory national standard for heated cigarettes. The report did not disclose the subjects discussed or indicate whether heated tobacco products or market access were addressed.

Australia’s Coalition has unveiled a national illicit-tobacco policy that would cut tobacco excise by 80% and create legal, regulated and taxed adult markets for vaping products and nicotine pouches if it wins government. The plan proposes an excise of A$0.50 per millilitre of e-liquid and A$0.025 per milligram of nicotine in pouches, alongside A$200 million in additional enforcement and a A$60 million three-year public-awareness campaign. The Coalition says the package would narrow the price advantage of illicit products and undermine organised crime, while Labor and public-health groups warn that dramatically cheaper cigarettes could reverse long-term declines in smoking.

Kuwait Tightens Tobacco and Nicotine Rules, Bans Under-21 Sales and Extends Public Smoking Restrictions to Vapes and Heated Tobacco
Kuwait has issued a comprehensive new regulatory framework covering tobacco, e-cigarettes, heated tobacco and other nicotine products. Ministerial Decision No. 237 of 2026, signed by Health Minister Ahmad Al-Awadhi, will take effect on January 1, 2027. The rules prohibit sales to people under 21 and ban sales through websites, apps, social media and delivery services. E-cigarettes and heated tobacco products will also be treated as smoking in public and enclosed places where smoking is prohibited. Nicotine pouches and other oral nicotine products not registered as medicines are banned.

A 12-week European Commission consultation on revising the Tobacco Products Directive and Tobacco Advertising Directive is due to close on Aug. 14, 2026. The Commission has identified e-cigarette flavours, disposable vapes, tobacco heating devices, nicotine pouches, nicotine-free e-cigarettes, packaging and digital marketing among areas for possible new EU rules. National regulations already vary significantly across the bloc, a fragmentation the Commission says creates internal-market barriers and distorts competition. No formal revised TPD/TAD legislative text has yet been published, with the Commission currently indicating December 2026 for the legislative initiative.
