Vietnam Urges Compliance with Tobacco Control Laws and Regulations
Vietnam's Ministry of Health urges provinces to implement tobacco control laws, as smoking rates decline but e-cigarette use rises.

According to a report from Baobariavungtau on May 22nd, the Ministry of Health in Vietnam recently issued a document urging central cities and provinces to respond to World No Tobacco Day (May 31st) and National No Smoking Week (May 25th to 31st), and to implement the Tobacco Harm Prevention and Control Law.

 

According to a report from the Ministry of Health, the implementation of the Tobacco Hazard Prevention and Control Law has led to an average annual decline of 0.5% in the regular cigarette use among adult males, decreasing from 47.4% in 2010 to 38.9% in 2023. The smoking rates among teenagers have also decreased, with the rate among the 13-15 age group dropping from 2.5% in 2014 to 1.9% in 2022. However, the proportion of teenagers using e-cigarettes and heated tobacco products is on the rise: in the 13-17 age group, the e-cigarette usage rate increased from 2.6% in 2019 to 8.1% in 2023; and in the 13-15 age group, it increased from 3.5% in 2022 to 8% in 2023.

 

The Ministry of Health is requesting cooperation from provinces and cities to implement the Tobacco Control Law and the National Tobacco Control Strategy, and to include reducing smoking rates as a target in each region's economic and social development goals. Additionally, they will continue to oversee various departments, administrative agencies, and units to incorporate regulations banning smoking in the workplace into their internal policies.
