Shenzhen Tobacco Monopoly Bureau issues notice on quality supervision of e-cigarette products in the first half of 2025.

Notice from Shenzhen Tobacco Monopoly Bureau on the release of the e-cigarette product quality supervision and spot-check plan for the first half of 2025 in Shenzhen.


According to the relevant provisions of the "Implementation Rules for Supervision and Spot Checks on the Quality of e-cigarette Products", the Tobacco Monopoly Bureau of Shenzhen has organized the formulation of the "Spot Check Plan for the Quality Supervision of e-cigarette Products in the first half of 2025 in Shenzhen", which is now released.

Shenzhen's e-cigarette product quality supervision inspection plan for the first half of 2025.


Sampling method


Using a random sampling method, 71 smoking devices and compatible pods, as well as at least 84 grams of aerosolized material, will be selected for testing. The samples will be divided into two portions, one labeled as the test sample and the other as the backup sample. The test sample will be sent to the designated inspection and testing agency. The backup sample will be temporarily stored at the sampling institution and used as needed for inspection work. See Appendix 1 for the sampling form.

GB 41700 refers to a standard for e-cigarettes.


3.2 Determination Principle


After inspection, all the items in the inspection project meet the standard requirements, and it's determined that the randomly selected products pass the spot check. If any item in the inspection project does not meet the standard requirements, it is determined that the randomly selected products are not qualified.


4. Supplementary provisions


This plan applies to the quality supervision spot checks of e-cigarette products in Shenzhen in the first half of 2025.

We are also providing similar training for third parties who sign or participate in contracts with PMI to develop or commercialize PMI products.
