The issue at the State Duma is whether or not to ban e-cigarettes, as some countries have done in various ways. The discussion does not seem to have brought forth any new developments.
Before, the Bashkortostan authorities planned to impose fines for smoking e-cigarettes in public places within the republic and planned to amend the region's Administrative Offenses Code in September.
As early as January 2022, the State Duma prepared a comprehensive bill to ban the sale of e-cigarettes and e-cigarette liquids.
Furthermore, Artem Metelev, the chairman of the Youth Policy Committee, proposed in May 2024 to increase the fine for smoking in non-designated areas to 15,000 rubles (165 US dollars), and even higher to 30,000 rubles (330 US dollars) in children's playgrounds.
