According to PNP on October 13th, Anton Shalaev, the head of the Federal Agency for Technical Regulation and Metrology of the Russian Federation (Rosstandart), recently stated that the agency is preparing to increase packaging requirements for e-cigarettes and heated tobacco products in order to reduce their attractiveness to young people.
Last week, Anton Solovyev, a lawmaker from Saint Petersburg, submitted a request to the department. Despite regulations already prohibiting the packaging of products to resemble fruits and children's toys, some manufacturers are still circumventing the regulations by using bright colors.
The director pointed out that this national standard was introduced as early as 2018, when there were no other regulations in place, resulting in a sharp increase in e-cigarette consumption. He suggested that packaging could include warning labels similar to those on cigarette boxes, indicating the risks of using e-cigarettes and heated tobacco products. He stated that the authorities are willing to actively cooperate with lawmakers to advance this measure, and he believes there is no reason not to implement it.
It is worth noting that in Russia, it is required that each pack of cigarettes have a prominent health warning on one of the main large sides that says "smoking kills," covering no less than 30% of that side. On the opposite large side of the packaging, another health warning must be printed, covering no less than 50% of that side.
