Russian Parliamentary Gazette reports debate on new tobacco retail regulations
Russian Parliament's newspaper reported on October 21st that a bill for tobacco and nicotine product retail permits is being developed.

According to the Russian parliamentary newspaper "Parliamentary Newspaper" on October 21, the Russian Federal Service for the Regulation of Alcohol and Tobacco is currently drafting a bill on a licensing system for retail sales of tobacco and nicotine-containing products. However, this issue is still in the discussion stage.


In order to strengthen regulation in the tobacco industry and prevent the circulation of related products, the bill proposes introducing a registration or mandatory license for retailers of tobacco and nicotine-containing products. The bill notes that this approach has already been used in the alcohol industry. The bill also requires manufacturers to register the equipment used for production. Article 14.67 has been added to the Administrative Violations Code to sanction individuals involved in the production and distribution of cigarettes, e-cigarettes, and similar products without a license.
